Every three years, HRDC conducts a Community Needs Assessment (CNA) across Gallatin, Park, and Meagher counties. This process combines data, community input, and partner perspectives to help us better understand the challenges facing our neighbors and to guide how we invest our time, resources, and partnerships.
The CNA is not just a report. It is a tool that informs HRDC’s strategic priorities, program development, advocacy work, and long-term planning. It helps ensure that our work is grounded in real community needs and focused where it can have the greatest impact.

How HRDC Uses the Community Needs Assessment
The Community Needs Assessment serves as a foundation for decision-making across HRDC’s work.
We use it to:
- Guide program development and investment by identifying gaps in services and systems
- Strengthen partnerships to coordinate responses and build community capacity
- Inform promotion and outreach to connect people with resources and elevate community needs
- Shape policy and advocacy efforts using community-driven data
The insights from the 2025 Community Needs Assessment are directly informing HRDC’s strategic planning. As community conditions change, we will continue to revisit these priorities, measure progress, and adapt our approach.
