As a Community Action agency we must always be sure that our services reflect the current needs of our customers. The agency conducts a Community Needs Assessment every five years as a way of identifying the priority needs of our customers.  Two examples of outcomes from the 2002 strategic planning process are The Road to Home (a first time homeownership assistance program) and Streamline (free public transportation program).

The HRDC’s 2007 Community Needs Assessment is the basis for the current strategic plan and will guide the agency through 2012.   In May of 2009 the HRDC introduced Home to Stay a homeless prevention program to assist families obtain or maintain housing security.  Home to Stay is a direct result of the 2007 needs assessment which showed an increase in the number of homeless teen and families.
