Board Governance/Membership
The HRDC is a non profit community action agency. There are fifteen members of the HRDC Board of Directors. One-third of the members are elected public officials currently holding office, or their designated representatives. One-third of the members are low-income individuals or representatives of the low-income sector in the community. The remaining one-third represents business, industry, labor, education and other major groups of interest in the community. Members are solicited from the respective sectors and are asked to submit a letter of application. Board members review applications and appoint members to fill vacancies.

Western Transportation Institute – MSU
David is the Program Manager for the Mobility and Public Transportation focus area at the Western Transportation Institute-Montana State University-Bozeman. Instrumental in the development of the Streamline Transit System, David served on the Streamline/Galavan Advisory Board for seven years and as the chair for six of those years. Before returning to Bozeman in 2001, David was the planner for the transit system in Fargo, North Dakota. David’s interest in transportation includes aviation, and he is a licensed commercial pilot.
Chris Budeski

Chris is the Director of Engineering for GVRE Development. Chris has an interest in transportation, affordable housing and service to our community. Chris is a graduate of Montana State University and has worked in Bozeman since 1992. Chris also serves on the Urban Transportation Advisory Board, The Gallatin County Community Block Grant Review Board, the Gallatin County Fair Board and the Gallatin County Fairgrounds Foundation.
Cynthia Cheney

First Security Bank of Bozeman
Cynthia has over 25 years of experience in a management and human resources role. Her current position as the Vice President Human Resources for First Security Bank is to develop, maintain and administer personnel programs for the Main Bank and 8 branch locations. She is responsible for in-house training of over 170 employees. Cynthia’s strong commitment to her community is reflected in her history of participation on numerous committees and Boards including; Montana Bankers Association Trust, Belgrade Police Commission, Belgrade Library, United Way, Gallatin Valley Human Resource Association, Big Brothers and Sisters, CAP, Job Service Employers Council and Society of Human Resources Management.
Al Maurillo

Park County
Al is the Region 2 Director of the Workforce Services Division. Responsible for 11 counties and five Job Service Workforce Centers, he covers Bozeman, Butte, Helena, Anaconda and Dillion. Al is a founding member of the Livingston Community Network and served as the Chair of Yellowstone Area Systems, Community Management Team from 2002-2007. Al still serves on the Executive Committee and was president of Livingston Area Chamber of Commerce.
Joe Menicucci

City of Belgrade
Joe has been the City Manager of Belgrade since 1990. He has previous experience working as a Community Development Director for the City of Polson, Montana. Joe spends much of his time supporting his community by serving on the Belgrade Transportation Committee, Gallatin County Transportation Committee, Belgrade Kiwanis and as the chair of the Belgrade Chamber Economic Development Committee. Joe also serves on the Board of Directors for the Montana Municipal Insurance Authority, Montana Rural Development Partners and Montana Economic Development Administrators.
Katie Moberg

Head Start
Katie and her husband have two children and live in Bozeman. Katie is active on the Head Start Policy Council Board and is a Registered Nurse at Medical Associates Clinic. Katie is also a dance teacher and owns a Dance Studio in her home state of South Dakota.
Kris Moos

Moos Financial Services
Kris is the owner of Moos Financial Services in Bozeman and Gold’s Gym in Bismarck, North Dakota. Kris serves on the Board’s audit committee. He is an avid hunter and outdoorsman.
Cheryl Ridgely
Community Representative
Bozeman Deaconess Health Services
Cheryl is the Vice President of Business Development for Bozeman Deaconess Health Services. Cheryl is responsible for strategic planning, market research, marketing/communications, health education and information, off-campus facility development, land master planning and development and business planning for new programs and services.
Ramona Stout
Community Representative
City of Manhattan
Ramona is a retired teacher, coach, and school superintendent. She has taught in many Montana communities including, Bainville, Westby, Lewistown and Huntley Project. After receiving a Masters degree in1979 from Montana State University she served as a high school principal for six years at the Billings Central Catholic High School. After earning her superintendent credentials she served the Huntley Project Schools for 11 years. She earned her Doctorate in Education from Montana State University and served Manhattan Public Schools as Superintendent for nine years. She currently works part time as the Executive Secretary of the Montana Association of Accredited Schools. Ramona is active in the Manhattan Chamber, Rotary, Rocky Mountain R.C. &D., and formed the Manhattan Public Schools Foundation.
Kathy Tanner

MSU, Student Affairs Division
Kathy is the Director of the Office for Community Involvement at Montana State University. Kathy works with student, staff AmeriCorps Members and MSU faculty in developing and implementing projects and programs to better connect campus resources to meet pressing community needs. The volunteer, service learning, internship and work-study opportunities that are created help students develop a strong sense of civic responsibility and a commitment to life long service while also enhancing their overall educational experience. Kathy previously worked for the Gallatin Valley Food Bank and has a long list of volunteer experience within our community. Kathy currently serves on the Board of the Montana Conservations Corps and the Advisory Councils for the Community -based Work Study Program, the MSU America Reads* America Counts Academic Tutoring Program, and Volunteer Connections of the Greater Gallatin United Way.
Gene Townsend

City of Three Forks
Gene has been the Mayor of Three Forks, Montana for the past 17 years making him one of the longest serving active mayors. Born and raised in Three Forks, Gene has a strong commitment to the town’s residents and businesses. He serves on the HRDC Board of Directors as an advocate for residents of our more rural communities. Gene has also worked at the Luzenac America talc plant for over 30 years.
Crystal Turner
Public Sector Representative
Gallatin County
Crystal is currently the Executive Assistant to the Gallatin County Commission; she has also served as the Planning Program Assistant and worked in the Clerk and Recording Departments. Crystal is currently a member of the Three Forks City Council and brings to the Board an understanding of community needs in rural areas of Gallatin County. She interested in volunteering time and donating food to the Headwaters Area Food Bank to help serve those in need. Crystal has been an active volunteer to the “Friends of Treatment Court” program, which offers drug/alcohol-related offenders the tools to overcome addictions and lead crime-free lives. Crystal is also a member of the Retired and Senior Volunteer Program Advisory Council.
Billie Warford

MSU Early Childhood Project
Billie served as the Director of the Montana early Childhood Project for 22 years. During that time she also served as Director of the HRDC Head Start Program, MSU Child Development Center and the MSU Infant and Toddler Program. Billie has written or co-written several publications regarding early childhood care, programs and resources. A graduate of Western Kentucky University and Montana State University.
